What time does Congress Street close? What time does the Bud Light stage get set up? Help!

I am having an event just south of Broadway on 5th street at the Stillwell House. All was planned before the announcement of club crawl, and the invitations and maps were already sent - I need to re-direct over 100 people if the streets are going to close before 5pm. There's no information about this anywhere!! Can anyone help???
